HMCL-PE does not support Quilt yet, you need to wait patiently for the latest version.

Open the download page of HMCL-PE,then download a minecraft version with HMCL-PE,while opening version downloading page,you will find this:

One-click installation in HMCL-PE while installing the version is the easiest way.

You just need to click on the arrow when selecting the version to install Forge with one click while installing the version.
